According to the world known portrait miniature expert Dr. Bodo Hofstetter (Switzerland), the former expert of Christie's London this is a typical work of Italian portrait miniaturist Antonio Zuccarelli.
Antonio Zuccarelli (1753 San Fili - 1818 Naples) worked for a number of years at the porcelain factory of Capo di Monte. Later he became teacher for miniatures at the Academy of Naples.
