With almost 100% certainty (see comparison images nr.7-15) it is a work of well-known Turkish artist, Maltese-born aristocrat, Count Amedeo Preziosi.
Count Amadeo Preziosi (or Prezioci, or Precioci) was born on Malta in 1816. He was active in Constantinople, Turkey and was royal painter to Prince Carl the First of Romania in 1868-69. Prezioci exhibited at the Royal Academy London in 1882. His folk scenes from Constantinople were especially popular and recently reach remarkable prices (up to USD 50.000) at international art auctions.
