Philippe-Honore-Joseph Arresse (some sources list him as "Arrest" or even "Arreste") was born in 1758 in Lille and died in 1817 in commune Saint-Andre-lez-Lille. His father was a leather maker. He studied under Sieur Dutrieux at the Drawing School of Lille and exhibited there between 1775 and 1807 (from 1780, he exhibited also miniatures). In 1805, he exhibited three miniatures at the Salon de Lille and (in the same year), showed four miniatures at the Salon de Douai. Nex (1806) year he exhibited in Lille with two miniatures.
