According to the inscription, which is engraved on the original frame, it is a portrait of British officer Robert Fair Livingston, who died on March 28th 1851.
Clearly signed "J.Childe", on verso inscribed (single-handedly by the author), and dated 1845, this miniature is a work of well-known London miniaturist James Warren Childe.

James Warren Childe was born ca.1778. He exhibited between the years 1815 and 1853 at the London Royal Academy and Society of British Artists. He died in 1862 at Scarsdale Terrace, Kensington. Two of his miniatures are in the collection of the Victoria & Albert Museum in London.
